Child Safety Standards Policy

Halley is an adults-only dating service operated by WHITE TECH FUR ENTERPRISE (Company No. 202503278138), Kuala Lumpur, Malaysia. This page describes the standards we apply to prevent, detect, and respond to Child Sexual Abuse and Exploitation (CSAE) on our platform. It is published in addition to our Community Guidelines and Privacy Policy, and it forms part of the rules that bind every Halley user.

1. Our zero-tolerance commitment

Halley has a zero-tolerance policy for any content, conduct, or attempted use of the platform that exploits, endangers, or sexualises children.

This includes, without limitation:

  • Child Sexual Abuse Material (CSAM) in any form, real, animated, illustrated, or AI-generated
  • Grooming, solicitation, or any attempt to develop a sexual or romantic relationship with a minor
  • Child trafficking, sextortion, or facilitating sexual access to a minor
  • Sexualised depictions of individuals under 18
  • Links to, or solicitation of, external content of any of the above

Halley is open only to users aged 18 and older. Accounts that are, or appear to be, operated by a minor are removed immediately.

3. How we prevent CSAE on Halley

3.1 Age verification at signup

Every user must declare their date of birth and pass an explicit 18+ age gate during onboarding. Accounts created with a date of birth indicating the user is under 18 are blocked. Where a user later appears to be under 18 based on their photos, profile content, or behaviour, the account is suspended pending review and permanently banned if confirmed.

3.2 Selfie verification of profiles

New profiles undergo selfie verification, comparing a live selfie against uploaded profile photos. Profiles whose selfie or photos appear to depict a minor are rejected, and the underlying account is permanently banned. Verified profiles display a visible badge so other users can identify them.

3.3 Photo and content moderation

All profile photos are screened before going live using automated image analysis, with human review of flagged content. Photos that appear to depict minors are deleted on detection, and the uploading account is suspended pending investigation. Where lawfully available to operators in Malaysia, we apply hash-matching against known CSAM hash lists.

3.4 No public broadcasts, no children content surfaces

Halley is a one-to-one dating app. There are no public feeds, livestreams, public groups, or anonymous-broadcast features. All conversations occur between two matched adults whose accounts have passed age verification.

Halley matches adults seeking adult relationships. Because minors are structurally not permitted on the platform, matching with a minor is not possible by design.

6. How to report a child safety concern

If you believe a Halley user is a minor, is targeting a minor, has shared CSAE content, or is otherwise endangering a child, please report it immediately.

In the app

  • Tap the three-dot menu on the user's profile or in the chat and select Report.
  • Choose “Underage / child safety” as the report category and add any details.

By email (preferred for external reporters, researchers, and law enforcement)

  • Email child-safety@halley.love.
  • Include the user's profile URL or display name, screenshots if available, and a description.
  • We respond to confirmed child-safety reports within 24 hours.

Law enforcement requests

  • Email legal@halley.love for warrants, subpoenas, MLATs, or emergency-disclosure requests. Begin the subject line with [LEO REQUEST].

Emergency: if a child is in immediate danger, contact local emergency services first — in Malaysia: 999 (police) or 15999 (Talian Kasih) — then notify us.

7. Designated Child Safety contact

The designated point of contact for child-safety matters at Halley is the appointed Child Safety Officer at WHITE TECH FUR ENTERPRISE.

8. Transparency

Halley intends to publish an annual transparency report summarising CSAE detection volumes, account actions taken, and law-enforcement requests received and fulfilled, beginning with the first full calendar year of operation.

9. Updates to this policy

We will update this policy as our practices, applicable law, or industry standards evolve. The date at the top of this page reflects the most recent revision. Material changes will be announced in-app and on this page.
